T-code SEGW doesn't exist!!

Dear Experts,

I'm trying to access Netweaver Gateway Service Builder ( T-code : segw ) on my IDES but i get an information message that this transaction doesn't exist, but in DEV environment i can found it.
what should I do to get access to it on my IDES.
